why not have the P5 separate from the G5

Then break the P5 into 16 divisions based on region. Play the teams in your region every year. Also randomly get 2 other divisions to make up your schedule.
All division champs make a 16 team playoff.

You could expand the playoff line the FCS and allow 8 wildcard teams.
