Pay players by the same formula across all 64 teams, each team has the same slot/$$ paid by the league management (players are employees of the league). Players can transfer between teams once without sitting out but cannot change their slot in the formula for pay.
Any program caught cheating forfeits all revenue
first offense = 1 year all revenue
second offense = 3 years all revenue.
third offense = 7 years all revenue.
single offense is a single player getting extra benefits benefits.
any recruiting a player on a team is a tampering offense and is included in the above penalty schedule.
