Not only would you have a tolerance issue, but can you see people being maintained on some dosage of opiates, or amphetamines for years. There would come a time they would have to get clean or they would be dead at an early age.

People are spending more and more time playing games with their controller. Pot has become legal. If hard drugs are legal can you imagine how sedentary many would become? Can you imagine how dysfunctional society would be? It's already broken. This would not stop crime. People would run out of their prescribed amount and want more and go after it.
