to be perfectly happy with a small number of massive budget teams dominating with good number of teams getting "magic years" and breaking through.
the competitive imbalance is inherent, not temporary.
Thinking you might have a chance to win a title every 30 or 40 years if you offset that inherent balance doesn't appeal all that much.
Cardinals were a very good payroll team and the imbalances weren't as pronounced as they are now - and the Cardinals appear to be pretty complacent with the annuity model.
