the issue becomes when doing so becomes a practice in order to impede the executive (which is what has been done) - it's a great strategy to just hold every action up in court pending review, a process that can can a very long time.

Note: A very similar strategy was used with immigration. Just bring in millions of people "legally" pending review with no logistical/practical manner to get it done in anywhere near a reasonable time.

None of this was by accident. Very smart people conceived of these actions.

Legal? Well, sure, by the letter of the law.

In the spirit of the law? Not in my opinion.

Trump and his admin are now doing the same thing in opposition. Isn't it great?
