Not sure exactly what you mean, but I think laws should deal simply with infringements, and correcting that infringement in an organized manner.
For instance, I do not think speeding should be against the law. Any damage as a result of speeding should be dealt with in such a manner of the infringement.
Now, if roads were privatized, and there were speeding rules, I would be fine with that. Following the set of rules would be part of the contract terms
