If a person has not aggressed against anyone do they have a natural right prohibiting anyone else from using force or the threat of force against them? Including parents, family, mental health professionals etc., of course.

Would ALL persons have a natural right to not have anyone impinge upon their property rights regardless of whether others deem them to be a threat to their lives or security, or the lives and security of others?

For instance, if pickle's family took him seriously if he said he was going to unleash a deadly virus upon the world and was working on that in his lab, would anyone have a right to impinge upon his rights to stop him in preemptive fashion, or to verify whether their fears were founded or not?
