the statute says what has to happen for the "Yellow Law" to kick in and they are stating that that specific thing that the law requires didn't happen?

It sounds like a bureaucratic nightmare that led to people getting killed but I don't know who would be at fault for not filling out a form allowing law enforcement in Maine to handle it.
