maybe there will always be lunatics in the world who commit evil acts and there's no solution that will make everyone 100% safe all the time. Every time government steps in and attempts to, these incidents still happen and the only difference is more rights of innocent people have been infringed upon. You have a strange need to always want everything to be centrally planned, which is very weird for someone who claims to hate communism.
