But coal plants aren't designed nor work great as peaking plants. If you want to use coal when you don't need the others, you should probably be using natural gas combustion turbines and not coal.

To 92's point, coal plants aren't made to start and stop very often. And when they're used like that, as they have been a ton recently with wind/solar, a lot of stuff breaks and they're expensive to fix.
