Interesting idea with no regular customers/tenants

It's a risk. I think that's why the outside looks so generic. It keeps construction costs down and will be easily adapted to other uses if the project fails. For a pretty expensive facility and tax breaks it guarantees few new jobs. I actually hope it works, but it seems like a shot in the dark. Of course, that's how new niches are formed. It may be the forefront of something creative.
