would be part of a litigation settlement. Giving the team to STL doesn't provide an ownership team, resolve the obvious issue of where do they play, who's paying for the stadium and so on.

I'm not saying it's impossible, but settling lawsuits effectively when there's a non-financial component (i.e. awarding an expansion team in this case) is always tricky. As opposed to saying, we'll settle for X and here's a cashier's check in that amount. Done
