Rate - a measure, quantity, or frequency, typically one measured against some other quantity or measure.
Any stat you were referencing that was a rate was a frequency. Most rates are time related like 'per 40 minutes' but they can be other types of frequencies as well 'per 100 possessions' or 'per game'. Percentages are rates, it literally means 'per 100'.
Almost every stat used in sports is some sort of rate. Raw numbers are seldom meaningful. If I told you a player scored fifty that means nothing. Was it 50 in a game, a series or a season? Fifty in basketball is much less impressive than 50 in football.
So yes, even though you fail to realize it the stats that I quoted as being 'per 40 minutes' are the exact same as the those you called rates. The difference is simply what you are measuring it against. It is sad that you don't realize this.
I used Tilmon's 'per 40 minute' stats because I was pointing out that the difference in his stats from freshmen to senior year was based totally on playing time and that particular stat normalizes for time.
