As far as state legislation, the red states that passed NIL legislation made it clear (via their lawmakers' own statements) that they did NOT want to pass the bills, but California left them with no choice. Schools within their states would be at a recruiting disadvantage unless they passed it. It had nothing to do with the merits or ideals of NIL as you alluded (quite the opposite, in fact).
