Why would schools support an NCAA that opposes NIL rights?

Consider whether or not NIL rights will be popular with the general public (not just die hard college football fans). The large majority of NCAA FBS members are public schools. Will they take a position against something the public considers needed and necessary?

The NCAA Men's Basketball Tournament is the source of the vast bulk of the NCAA's funding. Will networks pay hundreds of millions of dollars to an organization that violates Federal and State NIL statutes. If the Men's Basketball Tournament proceeds dry up, how will the NCAA be funded?
