What if lawmakers refuse to negotiate w/ the NCAA on NIL and

as a result, the NCAA (and with the support of its members) plays hard ball by saying "okay fine, we'll just enforce the rules as-is, and any of your state's schools that engage in NIL will be ineligible to compete in our events"...?
In other words, what if the NCAA calls these lawmakers' bluff, and actually stands their ground?
It would be fascinating to see that play out, and I think the pressure on lawmakers (to negotiate) would be enormous.
It's also possible - despite state laws forcing its universities to allow NIL - that no one would actually do NIL if they were still NCAA violations. I mean, imagine how unpopular a player - and the business who paid him - would be with fans and his fellow teammates if those actions got them suspended from NCAA competition.
Is that a viable option for the NCAA, assuming lawmakers refuse to negotiate with them?
