How much you're allowed to cheat, how much AD and booster support you get, relationships with local high schools and AAU, etc.

And some guys are simply terrible personality fits for a particular program. For example, Tubby Smith is good at a place like Texas Tech, and terrible at Kentucky/Memphis.
