We choose not to. Yes, DC is broken but it is broken because we, as voters, choose not to fix it.
A few corrections to your statement about my views of our educational system.
First, we do not have a horrible educational system. We have a two-tiered educational system. If you live in the inner city it is probably horrible. If you live in the burbs or rural areas it is probably exceptional.
Second, even where the educational system does not work it is not the fault of the system. You have failing schools in failing communities. You cannot fix broken schools without first fixing broken communities.
Finally, my so-called defense of public schools is usually me saying that private schools would be no more successful if they were required to meet the same expectations as are put on public schools. If the student does not care about education and the parents do not care if they are educated then no school private or public will successfully educate them. Private schools work because parents choose to send their kids, anmd usually pay out the nose, and private schools can simply drop problem students. A recourse not offered to public schools.
