Cops haven't changed because their old approach worked for them, and enabled them (usually) to suppress the evidence.

They have always counted on juries, people trusting their word against "criminals".

This no longer works, since people can now see the truth via video.

No matter what the issue, people rarely change their process when they feel it works for them. And, even when shown their process isn't working, they resist the new .
