flashlight on in a roach infested room and see all the roaches nobody is blaming the flashlight for the roach infestation.

In my opinion he is saying that the cameras are shining a light on the problem and he is not blaming the camera for the problem.

I also don't believe that he ever said "without camera's there shouldn't be a change" as you attributed to him.

That is my interpretation of it anyway.
