Considering the person filming it, the people who shot the guy, and the lawyers for those individuals all have said he was the one filming and that the three of them were in pursuit together.

And it's quite odd for someone to insist you can't know the relationship and then immediately assert that the runner was not boxed in. If you do not know the relationship between the person filming and the people shooting, then you cannot know one way or the other whether the jogger was boxed in.
