at the same time. There will be a phasing in period over decades unless the government mandates that nobody can actually drive their car any more. So, there will still be plenty of terrible drivers out there that will run into your fully automated car.
One good thing that I hope happens if everyone has a fully automated car is that auto insurance for collisions is not needed any more. Sure, a tree may still fall on your car, hails, or a deer kisses your bumper, so you'll still need comprehensive. Prolly some liability still too.
