I would push my male child to play...it is clearly not as dangerous as a child swimming, driving, Smoking(cigs/weed), drinking, or eating a bad diet. Of the 4 million plus kids who played 13 died 4 from direct reason of football and 9 from indirect causes. Pretty safe sport and the rewards if he was good enough are clearly worth the risk if he could get a free education or make the NFL.
If people had common decency and cared for kids they would not allow them to drive until they where 20years old. They would not let them go unattended to functions outside the home and they would actually invest effort and time into making sure they get a education. Not letting them play football will not adversely effect most of them.
At this time no randomized trial has been done to test the frequency of football players with CTE to the average public or any other sport.
Sure 100 some players tested positive for CTE out of 100 and some that showed symptoms but that is a meaningless study...be like weighing Fat people and then labeling the as obese.
One study followed sample of Football players and non-football players with various backgrounds etc. and tested them at different ages and found no difference in cognitive functions or mental health. Between the two groups. The data had a wide range of variables as well to offset any skewed data. They also tested their findings to a group who played non-contact sports and the results where the same.
