It's the going market rate. While the market is a rigged market in that NCAA players can't negotiate a contract, they CAN IN FACT CHOOSE NOT TO PARTICIPATE.
Unless and until potential college athletes choose not to participate (i.e., accept free room and board as compensation for playing), on a somewhat widespread basis, the going market rate will be what it is.
This is not to say that the NCAA isn't about making money for themselves and the schools. Of course they are.
