Owing them more is a reasonable argument, though one that I disagree with. As far a mutually beneficial arrangement, I think that it would be difficult, I might even say impossible to find a solitary person who took a scholarship that did not believe that it was in their best interest to do so.

With regards to the year, it is 2018, though I suspect you were trying to make a broader point. I'm afraid that it escaped me. Perhaps some further explanation would help.
