Crean.

It always took him exactly 2 years to rebuild a program (check his track record) and after that he rarely had a bad season.

He had 2 bad seasons at UCLA, after the rebuild, fewer than Crean has had at Indiana.

And his good seasons at UCLA were MUCH better than Crean's good seasons at Indiana.

Howland is simply a better coach and recruiter than Crean, and it's reflected in their results.
