In the mid 1980's, the NCAA adopted Prop 48 that allowed schools to recruit and give scholarships to kids who didn't meet the then minimum existing admission standards (Prop 48). Nebraska, Kansas State and Kansas all used Prop 48 to their advantage. The Mizzxou administration wold not let Stull take Prop 48 kids. That put him and the program at a talent disadvantage.
When the Big Eight became the Big XII, Texas pushed through a rule that schools could only take a limited number of Prop 48's a year and eventually a rule that none could be taken. Nebraska and Tom Osborne were not pleased.
