was not intending to say that had the EPA not changed their policies under Trump the insurance companies would have been precluded from canceling policies in high risk areas, but that those changes 1. caused more wildfires, which "necessarily precludes private insurers from writing policies in some areas of the United States".
hypothesis that anthropogenic climate change is causing a massive increase in wildfires in the US that necessarily precludes private insurers from writing policies in some areas of the United States, and that changing the EPA regulations regarding the production of CO2 gases would change those dynamics in the short run is not the same things as lying, however.
