change, my parents had friends who moved into a neighborhood with a creek in their backyard.

None of their neighbors could get flood insurance anymore. Every few years their basement was flooded. Insurance companies don’t make money by repeatedly paying out on damages for homes built in areas of high risk for repeated natural disasters.
