The three minute on was from the cop who was at the window and you can hear their interactions.

He tells Hill to get out of the car and he tells him no. Thats when he went after him. They then tell him to take a seat on the curb and he refuses again that is when he is cuffed.

Each step of the way Hill was given a chance to comply, each time he refused.
