up the window, as darkly tinted as they were, was a safety issue for the officer. Of course, it's hard to tell if he could see inside or not, but from the camera view it was opaque.
I don't know what standard procedures and things are for such situations but having him roll down the window, or open the door so that they could see what he is doing seems very reasonable, and even necessary. If they couldn't see what was going on it would be too easy for him to pull out a weapon or weapons. That has happened in multiple other instances, putting the policemen's lives in grave danger.
Having said that, once he complied and opened the door, things should have calmed down. It seems to me they were really trying to establish their authority a bit too harshly from then on.
