is a means of disqualification from office.

However, those the 14th amendment contemplated being disqualified from office were not subject to the impeachment/conviction process. Congress’ Constitutional role in those cases is in removing such disqualification, not in making the original determination.

Lots of open questions on how/whether it even applies to the Presidency.
