With that said, I agree with your *general point* that a high court (whose decisions cannot be appealed) is effectively an "honor system" when it comes to interpreting the law.
But that argument could be made about any case. Regarding this one, it's extremely unlikely that such a bill would ever be struck down – regardless of the court's composition.
