intense lobbying going on behind the scenes.

The NCAA isn't powerful, but the universities they represent are – and they ALL want "NIL" reined in.

For example, I'd bet Cory Booker is sponsoring this bill because of lobbying efforts from the Big Ten via Rutgers (NJ).
