WADR, i would expect a federal statute to be enacted

Brooker and Blunenthal introduced a proposed NIL statute in the Senate before any state adopted a statute.

The NCAA would/will be happy to see Federal legislation to standardize the rules from state to state.

The Interstate Commerce clause clearly gives Congress jurisdiction.

Will be interesting to see the extent of federal regulation proposed, i.e. a federal agency (perhaps Dept of Education or Commerce) to implement and administer a federal statute.
