It is about the law. I had an classmate in Houston back in the 80's who just started seeing this girl and she used to date this cop. The cop harassed them and the cop approached him one night and he kicked the cop in the head and fell back and he died. The guy got arrested and went to jail. They kept changing the charge on him and finally charged him with excessive force.
