of discussion (e.g. abortion). When you risk upsetting so much more, you'd have to think there would be some reluctance on the part of the federal government to cede power back to the States. I think you might see new levels of Gumby stretching to find it constitutional, but who knows with the current make-up of the court. I don't think it ever gets through Congress anyway.
