I agree the mask mandate was ridiculous, but:

2019 was BEFORE COVID and had attendance in the 50's.
2020 was the covid year and attendance was capped at like 12,000 people anyway.
2021 was still during covid but no mask mandate, attendance was in the 40's, lower than in 2019, not higher.

I do think that there was some caution remaining for covid but that ultimately it had more to do with coming off some blah years, and maybe some folks not realizing they weren't enforcing covid rules, so maybe they thought they'd be asked to. When in reality no one was asked to do anything.
