if 1,000 people in some geographical area got together and decided to form their own government. They put together a constitution delimiting what the government had authority to do and what boundaries it could not step beyond.
One of those powers was to levy taxes.
Would you say that the government had a "right" to levy taxes, or what wording would you prefer instead?
