Kansas population is essentially the same as two SEC states: Arkansas and Mississippi. Only slightly smaller than PAC12 Utah and significantly larger than B1G Nebraska. Mississippi is losing population at a fairly high rate and will soon surpass Kansas as the smallest state with two major football programs. In terms of wealth, our neighbors to the west are in the top 25 states per capita:

Not sure they are as unattractive as you think as a state. The quality of their football program is the bigger issue for them.
