I think most likely to respond to such polls are happier with their own schools while seeing the issues elsewhere.

I think the game changer would be choice. Allow parents to decide where to send their children and force schools to demonstrate why theirs is the best. Even with the less ideal students, options will form that cater to that type of student if the market is allowed to work. This approach cannot work in state run schools.
