They both had programs on the decent and arguably in very bad shape when they left MU. Also I believe this has been explained before, but there was no such thing as a Final Four during a portion of the 32 years you are outlining for Norm and the tournament and college basketball in general was set up differently. He had top 15 ranked teams nationally not get included in the NCAA tourney field.

100% of anyone who saw all those coaches would answer that Norm was the best of that group.
