Nebraska is superior to Wisconsin according to *all* sportswriters / ranking methodologies.
Go ahead and try to find a sportswriter/media outlet that ranks Wisconsin's program ahead of Nebraska's — you won't.
You might find one that only considers the last 10 or 20 years, but that's a program ranking with an asterisk and recency bias.
To your point about the Ivy League programs, most sportswriters only consider the "modern era" of CFB ("poll era" and beyond) and thus exclude the Ivy programs in their all-time rankings.
