I disagree. Programs decline, like Nebraska

A lot of programs are now superior to Nebraska that used to be inferior to Nebraska. This change happened over 10-15 years. Wisconsin is now a better program than Nebraska.

Look at Alabama. They're the superior program in the SEC, but for several years before Saban, they were inferior to other SEC programs.
