i think that's driving most of the fear among policy makers.

they remember the stress on the system then, and think "man if we have another historically bad flu season PLUS covid, we're screwed."
what they seem to be unwilling to recognize though is that the '19/'20 flu season wasn't nearly as bad, and covid hasn't been nearly as bad as originally thought. put those two things together and you have a healthcare system that is able to continue functioning. they should be actively revising policy to reflect these facts rather than continuing to double down on their worst fears.
