ancillary benefit derived ( fewer deaths, managed hospital system) to “robust” testing and contact tracing.

The second two have zero numbers or methods published that show what it even means as it relates to loosening restrictions.

I do know that they now have $170+ million dollars to distribute and that is much easier to do under an “emergency” order without too many prying eyes.
