talking about. As he said in the interview you didn't bother to listen to, the tests they're doing and reporting on now are testing people, primarily those with symptoms.
If someone had been infected but recovered, those tests would show negative. This isn't like AIDS where you essentially carry the virus forever.
To have an accurate number for the ratio of deaths to those infected one has to know the denominator

We are currently only testing for those who are still harboring the virus, not those who have been infected and have developed antibodies. Those with antibodies should be what we have in the denominator.
The percentage of the population with antibodies would also give us some idea of herd immunity in that community. That would give the virologists far better stats to work with on predicting the speed of spread, the number of potential cases, potential new deaths and so on.
It is a HUGE difference.
