level so I cannot speak with total surety on this standard. But I would expect this to be a number sense type of questions. At the lower levels CC hits hard on number patterns and sets of ten.
So the process for the problem in question would have probably been something like this.
5 + 3 is close to
5 + 5
Which equals 10 so the answer will be something less than 10.
How much less than 10?
3 is 2 less than 5 so the answer will be 2 less than ten.
Therefore the answer is 8
Parents do not understand this process so they complain, but students learn very quickly how to do this.
Why is this better?
Because students are not learning a specific process to solve the problem, they are using their understanding of numbers. As the concepts get more and more complex the old fashioned way requires that you memorize more and more processes to solve problems. Students who actually understand numbers and patterns do not have to rely on algorithms to solve every problem.
