CC question. If a teacher can not explain a standard they are teaching then they are a pizz poor teacher.
In my career I have never taught a single standard that I could not explain to a student, parent or other person.
I have read, understood and developed curriculum based upon CC standards and I can assure you that they are quality standards.
Unsurprisingly all you have is some unnamed third party ‘they’ that you keep alluding to with zero support.
