Whats more likely:

a) Donald doesnt want to release the memo, so he orchestrates several departments to provide cover, despite the fact that he could simply say that himself.

or

b) the memo that (the extremely partisan) Devin Nunes wrote omits details that flaw the accuracy of the information within the memo, as directly stated by the FBI.
